When a typical user performs a search most know that the sites that appear in the PPC areas are going to cost money, why else would a business spend to advertise there and not get any revenue coming in from it. With that being said I think people tend to stick with the organic search results because it may not be apparent that they will need to spend money until they have already accessed the site. PPC is already a gamble and now that the stats show people pay more attention to organic results anyway just adds more to the uncertainty.
